谢谢863211老师！但我哥哥只大专毕业，没有学士学位，也不是专业技术人才，这样申请不了H1吧？

如果先办探亲过来，在转别的身份好转吗？
-He may apply for F1 to study to get a BS degree and then, get the H1.

怎么转可行呢？
-Find a school to admit him and get the I-20. The International Student office will help him to get the F1.
