请问皮大师 HR3012 and EB3 China

Dear Pi Da Shi,

I'm Chinese EB3 with 3/18/2005 PD. If visa bulletin keeps at the current speed, I will get my green card in 3 months. I'm concerned if HR3012 passes, there maybe negative impact to my green card. My question is how likely the bill will be passed in next 4 to 5 months. If the bill is passed, how much longer will I have to wait. My son is applying college this year. I'm very concerned if we cannot get our green card by Oct. this year.
