CIS is actively processing cases in 2006 and 2007 RD other than 2003 & 2004 RD. My case is pretty same as yours, EB3, RD04, NSC. I got a response last weekend to Ombudsman's inquiry on my behalf, which states my case meets the criteria for adjudication and will be adjudicated in the NEAR FUTURE (How near???). BTW, I made the inquiry in January before the memo was out.
Additionally, old cases have more chances to get RFE since some of the requirements were not strictly required in the past,like TB skin test. I'm waiting for the very possible RFE in the near future.
