EB3 Just called TSC

PD 2002 Feb, I485 RD 2007 Jan.
Asked the customer service if my case has been assigned to an I/O
she said no. She said I need to wait till visa becomes available 4/30 then if nothing happend call back.
Asked if my case will be benefit from the memo she just repeat herself again tell me wait till visa available..
What's going on? Don't we have visa available to 2003 Feb???
