系里拒付我的部分EB2申请费，咋办？

申请EB2,USCIS新规定其中labor certification application的1500必须系里出钱，但系主任说系里不付这笔钱。心里很难受。H1B申请时系里也只付了500。还没开始上课呢，心里就想走了
