EAD被拒， 请pjiang老师帮助

pjiang 老师,

我于3月5号收到 Texas Service Center 对我的 EAD renewal 的拒信,见下:

"Your application for Employment Authorization, filed on 2/23/2009, be denied for the following reason:

Renewal of the EAD card are not authorized 120 days prior to the expiration date of the current EAD card issued.

There is no appeal to this decision. You may file a motion to reopen or a motion to reconsider under Title 8 Code of Federal Regulations, Part 103.5. A motion to reopen or a motion to reconsider an pplication must be filed with the proper fee within thirty-days (30) of the decision, This decision is without prejudice to consideration of subsequent applicatiobs filed with the proper U.S. Citizenship and Immigration Services Office."

我现在的EAD将于7月23号到期。请问：

1. 是否马上重新 file another EAD renewal application with $340 application fee, 并附上移民局的拒信和要求新 EAD 两年有效的个人信件 (我是I-485 pending + C9 类)？

2. 不确定信中 "You may file a motion to reopen or a motion to reconsider" 的含义。另一个选择是否原来的$340申请费依然有效，重寄原来的申请文件，附上移民局的拒信， 并加上要求重新考虑的个人信件即可?

附： 之所以在到期前超过120天 renew, 是因为：

1. 移民局关于申请 AP 的最新网页上明确要求 AP 必须到到期前120天内申请，

但是它的关于 EAD 申请的最新网页和填 I-765 的 instructions 上都没有同样的明确要求:

2. 2007年我的 EAD 7月19号到期, 我向 Nebraska Service Center 于4月30号(到期前120天内) filed renewal application , 7月25号才拿到新的 EAD ,于旧的 EAD 之间存在 gap ，造成合法工作的诸多不方便。决定下次到期前超过120天提前申请。

3. 2008年我的 EAD 7月23号到期, 我向 TSC 于2月1号 filed renewal application, 同样是到期前超过120天的申请, 2月9号即通过，拿到新的EAD。
