H1B -> EAD -> H1B

I-140 approved. I-485 pending over 180 days. Currently the H1B is the 9th year extension. If use EAD to work for new emplyer and later on wanted to apply for H1B again, will the new H1B subject to yearly H1B cap?

If leave U.S. to get H1B visa, and was rejected to reentered U.S., can we still enter U.S. based on AP?
