Regarding the logic, I still think you miss understood the issue. The states want the e-commerce businesses to pay a state sales tax, regardless it is in-state or out-of-state sales. The states do not want to go to Congress. As a separate governing entity, they have the power under the US constitution to regulate the commerce within the state boundaries. There's no way for Congress to help the States. Congress only makes federal law. Under the Constitution, Congress has the power to regulate inter-state commerce. What this article is calling for is for is a federal legislation that would prevent the states from taxing out-of-state sales. And the reason why we need this new law is precisely because there's no "ground rules" on whether states can charge a state tax on out-of-state sales or not.
