those neighbors want something else other than "privacy"

From what I can see, those neighbors simply want to drive Joseph out. To accomplish that they need to be able to do unpleasant things to Joseph's house without getting caught. I would not uninstall the cameras if I were Joseph.
This is typical. To achieve what they want, they just accuse you of something else that seems to be not that politically
incorrect.
