In US, police can stop ANY cars if they think they become suspicious. If it turns out driver has diplomatic immunity, that would be different matter.
In Washington DC, this become common sense. All diplomats follow the rule as any other person. It is your identification that make difference to police decision. You must identify yourself as soon as dispute occurs. That automible you drive mean nothing in dispute and court
I have not been S. Korea but I believe they has similar rules
Number plate can not be used as ID for person!! Who is fool
