如果每个人的需求(demand) 可以量化，如果满足了每个人的需求不需要全部人就业， 或者说满足了每个人的需求，失业率仍高于正常的4% - 5%， 那应该如何解决失业问题呢？

If people's demand can be quantified; If enough supply can be provided to meet the request of the demand, but don't need full employment.Then how to solve the unemployment problem?
