noise of notebook fan

I bought my notebook which is COMPAQ 2165EA, there is a problem that the fan of notebook will always make a whinning noise every 5-10 minutes even you do not do any task. Is it a normal case? I ever contacted with this thing to the salesman, but he told me it is a normal case and can not fix it. Can you give any good suggestion on this case?
