要从政府部门跳槽到公司吗？

先生在政府部门做IT Security, 最近接到一个luxury department store的一个offer,工资多27%左右，在犹豫是否跳槽。想请教职坛朋友的意见

1. 现在工作好处主要是工作轻松（每天固定八小时，包括1小时的lunch break， 实际工作是7个小时)，稳定，福利好，（医疗保险不用自己出，假期比公司多）。可以多照顾家庭孩子。另外政府部门有pension

2. 缺点是工资比市场价格低，每年升幅很少，前五年基本没涨过，过了五年才每年升幅2%; 另外所在的部门不重视IT Security, 先生曾经发现过几次security breach issues, 上头都不重视最后也没采取任何措施而不了了之。 所以他觉得frustrated, 基本是没有发展前途

3. 新工作每天commute少将近一个小时，虽然说是八小时工作制，但有issues要on call. 加班没有加班工资，假期少。

我们算过跳槽的实际增幅，政府的医疗保险价值1万左右，所以跳槽的实际工资增幅只有17%左右。我们是双职工家庭，他这份工作多的这点钱不觉得对整个家庭的收入增长有太大的作用，但是也许对他的职业发展比现在有前途。想听听职坛专业人士的意见看法
