在美国一段时间的人，很多人都用过教育文件评估及认证（credential evaluation）
服务。最常见的除转学分及H1签证外，还有考CPA和Engineering license的认证。因为
偶然的机缘，我凑巧与三大评估公司（Wes, ECE, 和Josef Silny）有过一定的接触，
在此与有以上需求的F2及CPA等人分享一些我的经验。虽然很多人不知道这类服务，但
一般人会需要使用他们两至三次：上学，转H1及绿卡，考license，或者需要用国外的
学位找工作。
第一， 三大公司客户服务都不太好，电话经常打不通。有问题可以跟他们发email
，多数都能得到较快的回复，他们都有懂中文的staff或者evaluator，如能打通电话，
可要求与懂中文的人通话。这样有什么问题都能得到较细致的回答。（不过他们一般都
不会回答与评估结果有关的问题）如果只是与接线员通话，他们一般什么都不知道。
第二， 所有的费用，一旦交出，无论什么原因，（除非算错钱）他们都是不退的。
第三， 也是最重要的，我来详细说明一下三大公司的评估政策的异同：
1， WES， www.wes.org 位于纽约Brooklyn。WES是最大的评估机构，在美国有四
家分支机构，加拿大北京都有办事处，他们的好处是在评估学分及成绩时一般手头较松
，有时会比Josef Silny及ECE转换的学分多一些，GPA会高一些（也是因校而异，不能
一概而论）。也许他们最适合需要转学分的Transfer student及需要奖学金的学生。然
而，他们一般都需要中国学生提交国家教委认证中心的认证报告，这样以来，不仅需要
多花近100美元，而且可能还要多花几周的时间。另外，他们的基本费用也比其他两家
公司贵。WES独有的一项服务是preview，只有$30左右。如果你不能确定你的学校是否
被承认，你可以用此项服务。
2， ECE www.ece.org 位于Wisconsin 的Milwaukee。 这家公司的缺点是评估最
严。比如说中国的Bachelor of medicine，其他两家公司都认定等同于美国的MD，但这
家公司却不认同。其好处是费用相对较低。最常见的一种评估方式为校做（course by
course）,这家公司收$135, WES $160, Josef Silny $130，但是ECE的course by
course包括了GPA。另外，他们的客服似乎还可以。如果不在乎转学分及GPA的话，可以
考虑用ECE。
3， Josef Silny，www.jsilny.com 位于Florida的Miami。 我用过这家公司两次，
对其最了解。他们不好的地方在于电话比较难以打进，另外与ECE一样，对学分转换及
GPA都很严格。 他们的评分转换标准一般为90-100为A，80-89为B，70-79为C，60-69为
C-（与ECE类似，不过听说ECE给60-69为D）。不过，与WES类似的是，对于一些有自己
评分标准的大学，他们也倾向于采取该大学的评分标准。 比如北大，好像是85-100为A
，75-84为B，60-74为C。在转换学分上，这家公司似乎在ECE与WES中间。ECE倾向于一
刀切的每学年转换30-32个学分， Josef Silny似乎根据毕业要求的学分进行评估。如
果一个学生额外多修了学分的话，Silny应该会比ECE多评一些学分。另外，对于需要文
件翻译的人（所有需要评估的成绩单及毕业证，三家公司都要求严格正式的翻译），这
家公司应该是最好的选择。据我的经验，国内公证处或原来所在大学所在的翻译都能被
接受。若没有以上两类翻译的话，一般需提供ATA（美国翻译协会）认证的翻译件。
Silny是唯一一家有自己ATA翻译服务的机构。他们正常的服务是10个工作日。翻译服务
不另算时间。所以对于成绩单及学位未能及时翻译的人来说，他们是最好的选择。还有
，对于考CPA的人来说，他们只收130美元，价格远比WES（$260）便宜。 （ECE网页上没有列这项服务，不过你可以直接申请其course-by-course evaluation),只要注明是考CPA即可。
最后补充一句，提交的申请表上一定要注明email地址，有了它，就能够有password随
时查询评估进展情况。另外，至少Silny会在接到及完成文件后自动用email通知你。

P.S. Notes for CPA applicants:
1) Make sure to check the state requirement. Some states require Upper Division identification, for either Accouting, or General business, or both. Some states, e.g. Florida, Souther Carolina, may prefer to receive course desciprtion, WHEN your accounting subjects are vague (i.e. Accountng I, intermediate accounting, Accounting Theory)--I do not belive California requires that, though.
2) If you have a U.S. Master's degree, you do not need to worry about the 150 credit requirement. However, make sure to subit both your foreign transcript evaluation and your U.S. transcript to the accounting board.
3) Again, if you used one serivce and you have a hard time to communicate with them,and you are outraged by their indifference, do not be surprised that next one is even worse, that is the sad fact for this stupid industry --Good Luck.

我先来抛砖引玉吧，大家来讨论讨论吧。所谓三个臭皮匠，胜过诸葛亮。集中大家的智
慧，我们应该能
找到比较好的适合的复习过程中的工具，让我们的学习事半功倍。

1。中英文词典。 我最常用的是网上的词典。www.iciba.com。
注册一个帐号，然后就可以把每次查过的单词加入生词本，便于以后背单词。不过我还
没有背过，嘻
嘻。 主要是现在要查的单词也不多了。 刚开始学习觉得英文是个困难的同学可以考虑
考虑。

有同学推荐过www.dict.cn也很好用。 我也试用过一下，感觉医学词汇量可能比词霸的
要多，操作界
面也比较好。可惜网站不太稳定，尤其是加生词老要你login，还老出错，于是只好放
弃。相比之下词
霸的就稳定的多，一次login基本不关机的话都没问题。

2。做笔记的。 www.evernote.com
可以在网上login进去直接记，也可以下载一个在PC上，一定要装个可以抓网站内容的
附件，就是web clipper。这样网上
看到什么好的内容只要一点‘clip to evernote'就可以把整个网站的内容都抓到note
上去了。如果
iTouch/iPad/iPhone的就更好了，android, blackberry, palm也可以用。Evernote上做
的笔记可以同步保存到iTouch等上，很
方便随身
翻阅。只要能上网，那么任何一台电脑也都可以登陆自己的帐号，随时做笔记。

每年match 7月买token，9月一号才开始match,但是token买完就可以登陆了。

1 to go www.ecfmg.org
2, log in OASIS，输入你的ECFMG ID&password
3，左边倒数第2个：“ERAS@Support Service”,点击后进入一个OASIS@Residency
Token Request Information 的页面。
4, 左边倒数第3个 ，IMG Advisor Network, 点击后出现一个页面，下面一个botton点
continue,就出现IAN 的Window了。
5，有4个bars: My profile, search for advisor, my advisor, logout, 你填写好自
己的基本情况后，就可以在search for advisor选了，可以按照specialty, gender,
medical school country,year of graduation, location of program组合来选择。

希望大家充分利用各种资源，申请多点帮助，少点挫折。
本来我以为这个东西人人都知道的，因为实在是放在ECFMG上因该人人都能看到，但是

A good picture worths a thousand words. That's very true, especially when
you are studying medicine.

Do you know "google image" is a great tool? Google out a related image is
the best note you can put.

Here's how to do it, for those who does not yet ;-)

1. open google main page

2. at the left upper corner you will see: web images maps news shopping more

3. hit "images"

4. you are at google image search main page

5. type in your key word

6. hit "search images"

7. you get all the related images

8. hit on the thumbnails you want

9. you see the related page with the image

10. or you can just hit "see full-size image" to get the big one

11. right click on it and select "copy image"

12. past it directly onto your note

Note: some images are copyright protected


for Adobe, it's a also great tool (not the reader but the full version), you
can highlight and make notes on those pdf files, it's a must have especially
when you use those notes downloaded via internet. Check your school's IT
department (the one handles your school IT/email account) and usually you
can buy discount software from them for just $5-$10, legit copy.
