performance review with boss

surprised that he gave me a very high rating that in normal years would get a promotion. But this time, no prom. He said he wants me to use my skills to work well with people in this group. He actually told me to invite golden boy to my "cocktail club". well, in fact he asked why I did not invite him. I told him I don't want to. Am I being too nasty?
