She talks with everyone which means she is not a bad person. She might be too shy to talk to a new person, and your attitude to her seems not encouraging as well. If I were you, I would seek every opportunities to talk to her, get to know her well (her likes, dislikes, families, hobbies, etc). Since she is getting into your nerve, I think you should treat this as top priority and get alone with her as quick as possible. Relax yourself, and she will relax with you to reflect your attitude.
