Both U.S. and Canada the same, when the child is under legal age (16? or 18?), when either travel alone or travel with one parent, a letter of consent from the other parent (or from both parents) are required.

There are too many cases of "parental kidnaps" - one of the divorced parent took the kid out of the country when he/she lost the custody.

If the Canadian Officer is really going by the book, he would not even let you pass. He exercised his judgment after questioning you extensively - that there is no foul play in your case. Too bad you misunderstood him being regid.
