As Government, this the money which should be spent on, but Cheap government probably would not be willing to spend the money. In such circumstance, village people could be cheap as the government. Would not like to spend the cost.  Then lost morality, just dump the ill pigs into river. Shit. If the country was industrialized, this is not difficult to handle.  High temperaturize and pressurize the ill pigs, then under the harsh condition, all problems could be solved.  Maybe the meat and bones can be processed into poultry food for animals or dumped for bio process, etc.
