Innovation is the bigger buffer system, which means that it has more tolerance dimension, at time, cost, culture, and risk to change with quality.

US is the perfect example for China.  In US society, they emphasize realization of your dream, especially focus on young energetic people to actulize "dream".  They are very good at industrial management and financial management.  They not only printed money just like running water, at the same token, they finnacially manage the printed money very well.  They emphasize inexpensive quality life through innovation process without emphasizing cheap low quality life like Chinese value in the society, for example, from salary point view. there are many examples in their culture. China has to change Chinese culture value.  But I have to emphasize here, it does not mean that Chinese doesn't have good culture value.  Chinese as a race has high IQ, but don't have high IQ spectrum or range. However, White people have highest IQ spectrum or range, which means that they are more innovative and creative.  let me stop here.
