靠的是judgement。通常来讲上层的will have a better judgement as they can exclusively accsss some inside news.  Bottom tier tends to fall into the trap as they usually eager to jump on the bandwagon fearing to be left out.
 

接了就只能认. Sure, what can one do about it?  Tough luck, I guess.
