轻罪和无罪的区别只是守法居民不会去偷东西，一项和几十项不受惩罚的轻罪对罪犯来说是一回事

加州最主要的是把惯犯的惩罚去除了，偶尔偷一次被抓，留个记录，罚个款也就算了，惯犯也这样就是纵容
