The conservative economist, back in 2003, uttered the most profound phrase about the failures of the 9th Circuit Court of Appeals — which has just overturned President Trump’s temporary immigration moratorium from seven war-torn countries.
He said quite simply:
“One of these days, the 9th Circuit Court of Appeals may declare the Constitution unconstitutional.”

Since then, the 9th Circuit has maintained a shockingly high “reversal rate,” being that the Supreme Court of the United States overturns the lower court decisions on a very frequent basis.
