斯给他驻捷克斯洛伐克大使 Mikhail A. Silin 的信中说：

After our departure from Security council American has gotten mixed up in a military intervention in Korea and is now squandering its militar prestige and its moral autority. Can any honest person now doubt that in military terms it is not as stong as it claims to be? Moreover, it is clear that the United State of America has been distracted from Urrope to the Far East. Does this help us out in terms of the balance of world power? Absolutely it does.

As you can see, the question of whether or not the Soviet Union participates in the Security Council is not such a simple question as it may appear at first glance.
