1. 自住房保险在租客导致失火等损害时赔偿会不会有问题？

If he does not live there it is considered a rental and you need a rental insurance.
 

2. 孩子虽然不住那里，但是报税是否仍然要按照房子所在地申报地方收入税？

If you meant state income tax, the principle is you have to file state income tax at any state you made any income. If he stayed in that state for part of the year please read the tax return instructions carefully about how to figure out deductions.
