中国不首先对正常国家动用核武，但对非正常国家用核武需要告诉它吗？

Taiwan: Japan told the Chinese government to steal the island?

Northeast China: Japan told the Russia to attack them?

Phillipines:  Japan told them?

For a country that never obey any common human standards, why the world promise Japan not to return the same favor to Japan?
