-No. They can not file I-485 when they are outside US physically and they only can apply for the immigration visa in China. I don't know whether you indicated it in the I-130 that they will apply for the immigration visa in the I-130. If no, you need to waste more money and time to file I-824 for them to apply for the immigration visa in China.
