1） 我母亲美国公民，低收入（接受政府福利）。申请我姐及她儿子移民。等到排期后，如需担保，怎么提供？

是否需要我来提供？

-Yes you can if you are a US citizen or green card holder and your mother has no the ability to 担保.

2）我母亲近期回国后，摔的骨折。可能这两年不能回美国。要我姐照顾。我姐到时是否要提供我母亲住美国或接受美国福利的证明，或在美住处等其他材料？

-Irrelevant.

3）我姐儿子在申请时不到21，材料批准时过了21。这影响他的移民吗？

-Depends on how long the I-130 pending. CSPA age = the child's age when the priority date is current - I-130 pending time. If CSPA age < 21, the child can get the immigration visa, otherwise, no.
