1，我父母是10年前就离婚了，我现在给母亲（未再婚）申请美国绿卡，需要他们的结婚公证吗？

-Not need it for your mother. But if you sponsor your father's green card, you need it for your father (both 结婚公证 and 离婚公证).

2，我母亲拿到绿卡之后，每年必须在美国住满半年保持绿卡吗？怎么移民局网站上说每年住满半年是入籍的要求？母亲并不打算以后入籍。

-Your mother must have the intent to live in US permanently. Occasionally, she can stay in China for > 6 months < one year, but if she travel to China too often, her green card might be trouble.
