以前一对老夫妇女儿在美国念书，老先生的妹妹已经是美国公民了，打算帮老先生夫妇办移民。老先生当时很犹豫要不要办，说如果办了，要不就是这十几年不能来美国，要不就只能这十几年留在美国不走，直到移民成功。请问他们这样说是不符合法律的吗？
