-You have to be the US citizen, then your child can be US citizen automatically or she can apply for the US citizenship after she turns 18 years old. Her step-father can not help her to become a US citizenship unless her step-tfather adopts her (I don't suggest you to allow your child to be adopted by your spouse in case there is any potential trouble to you and your child's biological father).
