Yes, in about 2 weeks. That was a breeze.

You can ask your friend to check with the (天津)市公证处 first to see what documents they need to issue the birth certificate.  In my case, ID + 户口本, and since the grandparents passed away, they need a document from Police certifying they have diseased. Different city may have different policy.

That was I am afraid of. My Mom is here with me and every time we need anything from China I have to ask the friend to help and sometimes it is impossible. I will pray harder and hope this is the last straw.

BTW, I hope my case will shed some light to others. I have read somewhere that in case you cannot get BC formally you can ask your dan-wei to issue such a proof and my case clearly showes it does not work and worse, it wastes time and risk of bejing denied...
