In my area pre-schools start at around 2.5. Most of these schools do not require the kids to be completely potty trained, although I have been to one info session (I think it was a Montessori school) that asked all kids to be off diapers  by the time school starts. We didn't bother applying, even though at the time we had no idea whether our child would be potty trained by the school time or not. However, even potty trained kids have accidents evey once a while, and I worry how this school would treat kids who have soiled diapers. 

I would not go online to learn about the pre-schools. Go with word of mouth, go to parents' info sessions, go visit when the school is in session, and get a feel of what the teachers are like. You will have a much better read that way.
