For many people (include me) 土 is not a bad word.

It's a praise (which current Chinese government doesn't deserve). 土 means local, or adpated (or works) for local enviorenment. 洋 means imported, may be good looking but not working locally. In my mind, current Chinese government is too 洋, not 土 enough.
