I only agree he's the best swimmer, that's it. China has the best divers, best gymnastics. best table tennis, best badminton, best weigh lifting, etc.
Think about it this way, all swimmings are alike. If you are good at one, you will be good at others. Phelps 8 golds is pretty much the same as one gold in my eyes. What if diving add 1m board, 2 m board, 4m board, 5 m board, 6 m board, 7 m board , 8 m board, 9 m board, 20 m board, and a really brave one, 50 m board (like 1500m in swimming)?
Then like relays in swimming, diving can add 2 synchronized, 4 synchronized, mixed synchronized, etc.
Diving can easily have 80- golds, and one Chinese diver could have 20 golds.
However, this would be as non sense as 8 golds for Phelps.
