Nasa plan earthquake warning system

According to BBC, Nasa scientists have said they could be on the verge of a breakthrough in their efforts to forecast earthquakes. Jann-Yeng Liu et al., from the Center for Space and Remote Sensing Research in Chung-Li, Taiwan, published several papers and show positive signals for predicating earthquake, see Liu's paper 1 and Liu's paper 2. (Hope someone can do some translation on Liu's papers).

However, there are some skepticism on their research in geophysics community. I have to say Liu's papers have not attracted much attention since publication.
