Apparently harsh words hide something that CCP does not talk publicly
It has been a fact to the world that Da Lai has claimed that he has no intention for Tibet to be independent and Tibet is part of China. So there is no such a thing as 分裂 on Tibet issue
But why does China put those words in his mouth? Why doesn't China provide evidence, if any, that Da Lai was behind the current crisis in Tibet?
I can only speculate here that putting these words in his mouth will give CCP pretext not to talk to him.
According to biography of old friend of Mao, political tactics Mao often used to get rid of his political opponent is to put words in their mouth and then made it clear to public that his political opponents said this or that. That way Mao would immediately put them in a political defensive positions and amass political force to destroy them.
I believe that China and La Lai know that independence or separation is not issue here at all. The contention here is who/how to govern Tibet.
