Obviously, it might not be enough for China. The problem is that China wants more tham stability AND they did not reveal what more they want.
As communists, they use the word "stability" to mean different thing: control. Control over people; control over governance; control over resources; control over life style; control over culture; control over religion and etc. It is not the kind of stability we as average people think of. CCP want similar type of stability as we see in jail. A "Everything is under control" type of stability. That is parting point in this communication.
So I believe that that the true contention between Da Lai and CCP is who/how to govern Tibet as part of China, not whether or not Tibet is part of China, which has already been settled.
