The answer will split two sides of the argument squrely against each other in the debate
Some of you who believe that Tibet is part of China, argue that those troublemakers in the street are criminals. They are, according to current Chinese laws and way of thinking from the premise of Tibet being part of China.
On the other hand, whether or not those who did damages on public properties are criminals is totally not the point for those who argue and believe that Tibet is not part of China. They seem to think and believe that riots are caused by unjust treatment of Thibetans by Chinese goverment as intruders. Thibetans' basic rights has been violated for too long. Current riots are just act of venting. Such a belief is further confirmed by Chinese goverment rooting out foreign reporters which I believe was stupid thing to do. It does not just raise suspicions. It confirmed their fear that China will crack down the protests as devil in this right-wrong struggle.
These two points of views are very hard to be reconcilled because of their fundamental division
As for proper handling it, current Chinese political structure is too clumsy to deal with the situation of this complex and this fluid. It requires good judgement and action in matter of hours. That is way too much for CCP.
