You are absolutely right if cis process and adjudicate

485 cases following fifo rule.

However, it’s not always true. As long as PD is current, cis usually approves cases randomly, which could be very effective to divide people and make people very frustrated. This is especially true if all applicants around you who filed after you get approved before you.
