The "flowing fish" act was invented by the stall owner many years ago to catch eyeballs. He succeeded and it became a tradition.
The first time we went we thought it was kind of interesting place. The second time we went a few years later we felt it was too touristy. We did not go since then despite we passed thru SEA almost every other year.
Dont like SEA, esp the downtown area. PDX downtown is much prettier. Overall PDX seems to be more livable than SEA, though personally no way I would live in Pacific NW yearround - great to visit in Summer and the Fall, but that is it for us.
