stange calls

I don't know if people have discussed them below. I have two things regarding the Italy-Germany game wanted to be clarified.

1. Was Italian hand ball in the penalty box in the first half when the ball clearly hit the upper arm of an Italian player? I thought that hand ball was called on the hand part below elow. Am I right?

2. Why did referee call Italian foul in the penalty box but gave the Germans free kick outside of the penalty box instead of PK in the second half? Any explanation about this strange call?
