Western welfare systems are ensured under their legal system. It is very transparent to public. For example, in US, each working individual pays out of his salary certain amount as tax to government for his retirement and medical benefit and so on. This record is very clear down to penny. Their system maintain very clear historical financial records. Use of those money are also supervised by a very complex system and transparent legislature branch.
China does not have as a fair and effective legal system as US. A fair and effective welfare system is at this point far away in the pipleline of what's need to be done. They could not even solve most corruptions which West countries have long eradicated out of their societies
Just imagine a picture, 1.4 billion people contribute some money each year. We are talking about trillion dollars here! With this amount money, what do you expect CCP to do with it?
This issue is about politics, finance and credibility, all of which CCP or its government does not have good rating.
