Like any communist party, CCP know that

terror gives them control in the end. They must spread terror throughout the country in order to control. If you take closer look into how they conducted revolution before 1949, you find that there are so many occasions where innocent people got executed by CCP and PLA. In fact, terror can only be spread if you kill innocent people. Terror would not be effective if you kill bad guy. That would be called justice. CCP does not need justice to govern country. They need terror.

To the contrary of many people's belief, CCP has absolutely no interest at all to build and improve legal systems in China because it would bring justice into society. Justice is very dangerous thing to communism.

To keep the terror, CCP always use force excessively. Terror will always be there as long as CCP is in power
