You should be on H1B first. In your application packet your lwyer should prepare a letter to explain how/why your qualifications fit into your position. Once your H1B is approved that means this letter of explanation has been accepted by USCIS, you are fine then.

You are not going through NIW or EB1, you don't need recommendation letters.

For employment based GC application, you need to talk to your manager to see what's their policy for this. If they do, just follow the policy. If not, probably you can start when you got your H1B.
