The West side of the park does have a lot of rain, but in the summer it is not bad. I usually have a very light water proof jacket with me, but never had the chance using it in the summer. The East side is dry.
If you only hike at lower elevation, then a shirt is adequate. Again, if you have a light water-proof jacket.
For rain forest, the Hoh river is a good one.
The Quinault is in the $150 range. But it is nice. The cheapest room at Lake Crescent can go as low as $70. Kalaloch is somewhere in between.
