The reason for this lawlessness is that CCP as only power in China is not capable of cleaning up and they do not want to either, simplely because these things do not harm or threat their power and life.(Remember when analysing anything in China, the nature of CCP power decide in any final analysis). In a democratic country, people interests are represented in national legisture branch. Any law from that legistures always protect people. It is not true in China. At early stage of American, primitive capitalism was in inchoate and many things mentioned in your post happened too. But since America is a democratic system, those things have rapidly beed rid of and clean up through law legislations.

Chinese now is at similar situation as America was 200 years ago in term of free market and enterprise. But Chinese have to count on CCP party, not themselve to fine tune up their market. If criminals as said in your post often go free without punishment, then China would have serious social problem breeding inside. I do not believe that CCP is capable of handling a nation like China for a long time. No developed industry country has govern so far their country through a single party doing everything through 5 or 7 persons, including economy, millitary and legislation and so on. Obviously China insists on this governing style because CCP can have power for as long as possible.
