Each country has bad tumor. It is just that the speed of operation is different. If US has that kind of tumor, it will be removed by next election which is lesss than 4 years or impeached which is within months. If China has it like current Jiang, it has to be removed by his life expectancy. How long for China? here is formula use for China:

(Time to remove country tumor) = (His life expectancy) - 25

Unit: year

Note: 25 is reasonable number of years for a person to show bad. In Mao's case, the number is 20.
