为什么我们的律师办LC不先打广告

很迷惑的一个问题：我们的律师2003年给办工卡（在学校做research assistant）时说不用先打广告，原因我不知道，但好像同PERM有关的一个策略。但别人相同的情况，但是他们的律师都要求先打广告。有什么区别吗？现在该怎么办呢？目前我已经升到research associate， 工资也比以前升了许多，对工卡申请有利吗？还是申请时只看以前的递上去的东西。多协回复。
