请教个问题，房客出去度假，车子没有停在Driveway，回来后邻居告诉他车子被拖走了。给他发了HOA电话让他联系，结果好像很不开

请教个问题。

房客出去度假，车子没有停在Driveway，回来后邻居告诉他车子被拖走了。给他发了HOA电话让他联系，结果好像很不开心。虽然没有明示，像是想让我们给他取回车子似的。问问老地主们，这事都是怎么处理的。
